King Anfar, of Andra, is rather difficult to get along with.  He's rather touchy and easy to offend, and he's ticked off with Umbria right now anyway, so he's not someone who will listen when you try to explain that he's not supposed to listen to people making offers who aren't authorized to.  The third prince of Andra being present at those peace talks, he saw Alassa and thought she was gorgeous, and so King Anfar jumped in with what he saw as an ideal solution.
