Now, while Queen Tilia's certainly being paranoid, that doesn't necessarily mean she's wrong in her assumptions, or even her conclusion.  Problem is, cover-ups in a society with any decent freedom in it don't . . . particularly work well.  In fact, in most cases, hiding things or lying about them just causes much worse problems in the long run than just telling the truth and accepting consequences, no matter how hard they might be.  And that's certainly Aylia's opinion about this whole situation.
