I really can't blame the head of housing for this judgement call, either.  I mean, really . . . Sissy may have been a nightmare and a really awful roommate, but chasing her around with a sword was still going way overboard.  (Well, you know.  Mostly.)  Ashley is not the ideal roommate either, but for the most part, she just tries to ignore the two "nerds" that she dislikes.  And when you come down to it, a fight over laundry is awfully trivial -- it's not like Ashley did something terribly heinous.
