So you get thousands of Gorgons around who are basically competent at shapeshifting into human form, but only enough to be marginally convincing.  And I'm apt to think the hardest part of shapeshifting, for Gorgons, would be turning their snakes (which are, after all, limbs) into inert and floppy hair.  Especially since their snakes tend to move unconsciously in much the same way humans move their arms around while talking.  So you get hair moving inexplicably!
