King Richard has good reason to dread diplomatic obligations with Ligand.  Even though it's a very small country with very little influence, their royal family is rather obnoxious and over-fond of formalities.  Probably in large part because they're overly aware about being so teensy and unimportant, they take every opportunity they can get to hassle other rulers with obligations and overcomplicated treaties -- anything to make them feel like their country means something.
