Naturally, a school with tiny dorm rooms would leap at the chance to make some a little extra profit by offering to rent storage space to their students on the side.  Good way to earn the school a little extra money, and a valuable service to the students who live there and can afford it -- much like coin-operated washing machines or vending machines or other such conveniences supplied in college dorms in our world.  They do offer space for cheaper rates than most other places, too.
